Why is my shipping fee so high?

I am new to selling on Amazon, but I am having trouble understanding why my shipping cost is so high. The shipping price is so much higher than others I have seen. I am shipping 25 boxes (20x15x7) 41lbs from California to 5 different locations along the FBA network, using UPS as well. Is this normal?

In US Small and Light Program- on August 29, 2023, program was closed and Low-Price FBA rates were introduced.

In Europe or other markets is small and light program is still available ?
