Since sellers are allowed multiple accounts under specific circumstances, having a second account is not against policy, Opening a second account because the first one was suspended is against policy.
I recommend giving us more information so that we can offer you alternatives.

Thank you for posting your concerns with your account deactivation.
Typically, the only reason an account will be deactivated is if there's a violation of the code of conduct policy for multiple accounts.
Here's a section from this help page on the policy:
You may only maintain one Seller Central account for each region in which you sell unless you have a legitimate business need to open a second account and all of your accounts are in good standing. If any of your accounts are not in good standing, we may deactivate all of your selling accounts until all accounts are in good standing.
Was there a lack of a business need or was the other store deactivated for something else? Additionally, I do not advise closing or attempting to close a deactivated store. First to successfully close a store it must be in an active status. Attempting to close a store that is deactivated may result in a loss of access to this store making the situation much more difficult.
