If you created any offers (listed anything for sale), then you used the professional account, even without any orders.
If you never listed anything at all, you may open a case and request a refund (assuming you have downgraded your account).
No guarantee about getting the refund.

@Seller_Hi7wbO2Kbo6blis correct here, you can request a refund by contacting seller support however that only applies if you haven't made any listings or sales.
I do see you are still under the professional plan, you can downgrade by following the steps on this page, and then create a support case by using the link I provided above.

The key part seems to be that refunds for Professional selling plan fees are possible, but they depend on whether you've used any Professional tools or benefits, not on whether you made sales.
If you haven't used any Professional tools, you can request a refund for up to 3 months of fees, but you need to make the request within 90 days of the payment date.
