No access to user permission on my account

whenever I go the user permission , it said that I don’t have access to it.

Do you have the professional account? Individual account holders do not have the ability to add secondary users.

Also as @Seller_Hi7wbO2Kbo6blmentioned you do need to sign up for the professional plan as that only offers user permissions.
